Global Markets Compliance – Digital Assets – Vice President – Goldman Sachs UK

GLOBAL COMPLIANCE

Our division prevents, detects and mitigates Compliance, regulatory and reputational risk across the firm and helps to strengthen the firm’s culture of Compliance. Compliance accomplishes these through the firm’s enterprise-wide Compliance risk management program. As an independent control function and part of the firm’s second line of defense, Compliance assesses the firm’s Compliance, regulatory and reputational risk; monitors for Compliance with new or amended laws, rules and regulations; designs and implements controls, policies, procedures and training; conducts independent testing; investigates, surveils and monitors for Compliance risks and breaches; and leads the firm’s responses to regulatory examinations, audits and inquiries. You’ll be part of a team with members from a wide range of academic and professional backgrounds, such as law, accounting, sales, and trading. We look for those who possess sound judgment, curiosity, and are able to adapt to a changing regulatory landscape.

Digital Assets is a multi-disciplinary team within our Global Markets Division focused on the defining and executing Goldman Sachs’ distributed ledger technology (DLT) and blockchain efforts firmwide, including any potential initiatives in the cryptocurrency space. Digital Assets covers a wide spectrum of initiatives in the digital space. Compliance is seeking an outstanding individual to play an integral part in defining and executing the firm’s Compliance strategy for covering the Digital Assets business. The Compliance division prevents, detects and mitigates Compliance, regulatory and reputational risk across the firm and helps to strengthen the firm’s culture of Compliance. Compliance accomplishes these through the firm’s enterprise-wide Compliance risk management program.

Job Summary

  • Work as an integral member of the Digital Assets Compliance team with a primary focus on the management of Compliance, regulatory and reputational risk in the Digital Assets business.
  • Collaborate with stakeholders across the firm to understand their businesses in the Digital Assets space and leverage Compliance assets and colleagues to manage any nascent or existing risks .
  • Develop a deep understanding of various Digital Assets technologies and associated partners to identify industry standards for risk management of Digital Assets activities, and evaluate possible vendors to support the firm in its work on Digital Assets.
  • Serve as a key control-side point of contact for Digital Assets Compliance related matters.

Functional Responsibilities

  • Cover Global Markets Division Digital Assets personnel and provide advice on how to conduct the firm’s business in a manner that complies with the vast array of global rules, regulations and novel regulatory expectations across multiple regions.
  • Provision of pro-active risk mitigation instructions on regulatory and policy matters including individual transactions, new products and business initiatives.
  • Review and Oversight of Controls related to Digital Assets business activities.
  • Understand cross-divisional and cross-regional risks and business impact, providing creative Compliance solutions.
  • Identify enhancements to existing controls that impact Digital Assets personnel and activities.
  • Test the integrity of system controls and surveillance reports by participating in testing programs and validating test results.
  • Develop guidance relating to the treatment of Digital Assets in periodic risk assessments.
  • Partner with Business Personnel, Compliance Officers, and Compliance Engineering to develop and/or enhance system controls, surveillances and associated procedures and training relating to Digital Assets personnel and activities.
  • Apply a consistent approach to Digital Assets Compliance across divisions, products and services.
  • Develop associated functional specifications and testing requirements.
  • Develop and/or enhance systematic processes for escalating issues.
  • Develop and/or enhance tools to identify patterns of problematic activity in Digital Assets businesses and products.
  • Coordinate issues, findings and practices with colleagues across regions and/or divisions.
  • Generation of management reports for management information Systems.

Preferred Qualifications

  • Vice President Level.
  • Minimum of 5 years of experience in Risk and Compliance, ideally with a nexus to Digital Assets activities.
  • Preferable to have good working knowledge of blockchain / distributed ledger technology / Digital Assets (crypto, ICOs, stablecoins, CBDCs etc.) or keen interest in this space and how a control framework can be developed.
  • Previous experience managing Risk and Compliance controls related to Digital Assets.
  • Programming / engineering experience preferred.
  • Bachelor’s degree, preferably in a financial and/or technical discipline (Maths, Engineering, Science, Economics, Finance).
  • Inquisitive and proactive in identifying risks and proposing solutions.
  • Good interpersonal skills and excellent written/oral communication skills.
  • Ability to work with a variety of senior and junior people, and build smooth working relationships.
  • Highest attention to detail.
  • Good team player – one who is able to prioritize in a fast moving, constantly changing environment.
  • Entrepreneurial inclination – ability to work alone and act as project manager
  • Strong analytical and problem solving skills with the ability to exercise sound and balanced judgment
  • Ability to handle multiple tasks simultaneously and work under tight deadlines
