AML Intelligence H1 Congress 2022

Dr. Marcus Pleyer of Germany assumed the position of President of the FATF on 1 July 2020. He succeeded Xiangmin Liu of the People's Republic of China.

Dr. Marcus Pleyer serves as Deputy Director General in Germany’s Federal Ministry of Finance with responsibilities for policy development and international engagement pertaining International Financial Markets (including FSB, G7, G20 matters), Anti- Money Laundering and Counter-Terrorism Financing (AML/CFT), Financial Sanctions Policy, Digital Finance including Payment Services and Cyber Security and national and international development banks. As representative of the Federal Republic, he is currently a member of the board of governors of the Development Bank for Agribusiness and of the Foundation for Financing the Disposal of Nuclear Waste. He is regularly invited as an expert on AML/CFT and took part in a number of international AML/CFT-missions. Before he assumed the position of President on 1 July 2020, he served as Vice-President of the FATF (July 2019–June 2020), and as the Head of the German delegation (2016–July 2019). Dr. Pleyer has also been serving in the Steering Committee of that same organisation since 2016.

Prior to his current position, Dr. Pleyer headed the Division for International Financial Markets from 2014 to 2015. From 2011 to 2014, he served as Head of Cabinet of Federal Finance Minister Schaeuble. From 2006 to 2011, he worked in the Federal Chancellery as senior adviser for Economic Law, International Financial Markets, Eurozone and G8/G20-Affairs and was part of a special team of Chancellor Merkel for the stabilization of the financial sector in 2009. Prior to that, he held positions as adviser in the Federal Ministry of Finance and the Federal Financial Supervisory Authority (BaFin) after he had worked as a researcher in the field of public and capital markets law at the University of Dresden and as lecturer in criminal law at the University of Heidelberg.

With support of the German Academic Scholarship Foundation, Marcus studied law at the National University of Singapore and the University of Heidelberg from which he graduated in law in 1995 before he qualified for the position of a judge in 1997. He holds a Master of Laws degree from the University of Edinburgh, a Master of Business Administration from the University of Wales and a Ph.D. from the University of Dresden. He has also passed the admission exam as a stockbroker.

Alexandra Jour-Schroeder is Deputy Director General of the European Commission´s Directorate-General for Financial Stability, Financial Services and Capital Markets Union since March 2021. In her function, Alexandra Jour-Schroeder supervises and monitors the policies of the Directorate General.

Alexandra Jour-Schroeder is a graduate in law. Following initial assignments in the German federal government, she started working for the European Commission in 1996, holding several positions in competition, enterprise and industry policies as well as justice. From 1998 to 2007, she was Member of Cabinet for the Commissioners responsible for regional policy and justice and home affairs and for the Vice-President for enterprise and industry. Since 2017, she has been the Director for Criminal Justice in the Directorate-General for Justice and Consumers, working inter alia on the establishment of a European Public Prosecutor´s Office and Anti-Money Laundering policies. From 2018 to 2021, she was also overseeing consumer policies as Acting Deputy Director General in DG Justice and Consumers.

Jesper Berg joined the Danish FSA as Director General in October 2015. From 2010 to 2015 he was a member of the Executive Board at Nykredit Bank, a part of the Nykredit Group, which is the largest lender in Denmark. He was also responsible for regulatory affairs and ratings at the Group level.

Jesper Berg has previously held positions as Head of Financial Stability, Head of Market Operations and Head of Payment Systems at the Danish Central Bank. He also served as Head of the Capital Markets and Financial Structure Division at the European Central Bank from 2000 to 2004 and was earlier economist at IMF’s Exchange and Trade Relations Department.

Jesper Berg is MSc in Economics and Management from the University of Copenhagen and has an MBA from IMD. He is an adjunct professor at the Copenhagen Business School. He has written extensively on financial issues, and was the co-author of ‘Finansernes Fald’, a book about the financial crisis, which was published in 2009.

Sarah Paquet was appointed Director and Chief Executive Officer of the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) on November 18, 2020. As the head of Canada's financial intelligence unit and anti-money laundering and anti-terrorist financing regulator, she is responsible for ensuring the Centre facilitates the detection, prevention and deterrence of money laundering, terrorist activity financing and threats to the security of Canada. In addition to leading FINTRAC, Ms. Paquet is the Chair of the Egmont Information Exchange Working Group, which is focused on improving information sharing among the world's financial intelligence units.

Before joining FINTRAC, Ms. Paquet held numerous leadership positions across the federal public service over the past 20 years. From 2018 to 2020, she served as the first Executive Vice-President at Shared Services Canada, providing leadership to the organization as it modernized the Government of Canada enterprise IT infrastructure and enabled digital services to Canadians.

Ms. Paquet attended the University of Ottawa, earning her Civil Law degree in 1993 and her Common Law degree in 2001. She serves as the Deputy Minister Champion for the University Ottawa and is focused on strengthening the relationship between the University and the Government of Canada, as well as facilitating student recruitment and enhancing student mental health. In 2021, Ms. Paquet received the Award for Commitment to the University, recognizing her as an outstanding alumna who has distinguished herself through her philanthropic activities for the University.

Ms. Paquet is also a strong advocate for women in Science, Technology, Engineering and Mathematics (STEM) and an inspiring speaker on the topics of leadership, innovation and inclusion. In 2020, she was named one of Canada's most powerful women by the Women's Executive Network (WXN), receiving the CIBC Executive Leaders distinction. In the same year, she also received the Public Sector Champion-Government award from Women in Communications and Technology (WCT), which recognizes those who are committed to gender diversity in Canada's digital industries.

Mr Farrugia holds a Bachelor of Accountancy (Hons) and a MA in Business Ethics. He is a Certified Public Accountant, a fellow member of the Malta Institute of Accountants (MIA) and a member within the Malta Forum of Internal Auditors (MFIA). Throughout his career Mr Farrugia held audit positions both within private audit firms and the public sector. Prior to joining the FIAU, for nine years up to 2017, he was engaged within the Internal Audit and Investigations Department (IAID) and as from November 2012 he headed the Department as Director General. Mr Farrugia has extensive experience in EU Funds Audits, Internal Audit, Risk Management, Financial Investigations and OLAF Anti-Fraud Coordinating Services (AFCOS) related matters. He provided support to the Internal Audit & Investigations Board (IAIB) to draft policies and procedures, to implement and manage the necessary change programmes and served as Secretary to that Board. Mr Farrugia participated in various meetings, seminars and conferences organised by the European Commission in the fields of auditing and financial investigations.

In 2017, Mr Farrugia joined the FIAU, Malta’s government agency established to combat money laundering and the funding of terrorism. Mr Farrugia provides strategic direction to the various sections of the Unit, including the section responsible for intelligence analysis, the AML/CFT supervisory and enforcement teams of the FIAU, and legal and international relations section. Additionally, Mr Farrugia together with the FIAU Management team initiated a process of reform/restructuring of the FIAU overall operations to better meet the challenges emanating from ML/TF risks in Malta. Mr Farrugia frequently represents the FIAU in international fora including the EBA AMLC, FIU Platform and EGMONT among others.

Stefan Simon was appointed as a member of the Management Board of Deutsche Bank AG on August 1, 2020. He is Chief Administrative Officer (CAO) and is responsible for Regulatory Affairs as well as for Legal and Governance.

In May 2021 he took on additional responsibility for Compliance, Anti-Financial Crime and the Business Selection and Conflicts Office.

Mr Simon joined Deutsche Bank on August 1, 2019. He was a member of Deutsche Bank’s Supervisory Board from August 2016 until July 31, 2019 and was Chairman of its Integrity Committee.

He is a lawyer and tax consultant and between 1997 and 2016 worked at law firm Flick Gocke Schaumburg, where he became a partner in 2002. Since 2008 he has also been an Honorary Professor at the University of Cologne.

Mr Simon studied law at the University of Cologne and received his doctorate there in 1998.

With 30 years of experience in Public Affairs and international finance focusing on banks’ compliance with tax and AML requirements, Roger Kaiser is Senior Policy Adviser at the European Banking Federation he joined in 1999.

He represents European banks in international expert groups and partnerships including: the Steering Group of the Europol Financial Intelligence Public Private Partnership (EFIPPP), the Tax Committee of Business at OECD, the Tax Working and Financial Crime Working Groups of the International Banking Federation, the Global Coalition to Fight Financial Crime and the Network of Experts on Beneficial Ownership Transparency.
He is a frequent speaker and lecturer at public hearings and conferences hosted by: International Organizations (OECD, IMF), EU Institutions and Academies (University of Lausanne, Cornell University, University of Ghent, Europäische Rechtsakademie).

He is Co-founder of Revue Fiscalité des Placements.

He has a Master of business engineering, a Master’s in taxation and a Postgraduate degree in European tax law. He is a Certified Tax Adviser and a Certified AML Specialist.

Helène Erftemeijer joined ING in May 2019 as part of ING’s Global KYC organisation, which aims to connect the KYC activities across the bank to support our objective to be compliant with KYC regulations and protect the bank and our customers against financial economic crime.

As KYC Lead in the Netherlands her scope of activities also includes interbank partnerships like TMNL and public-private partnerships such as the Fintell Alliance, Terrorism Financing and Serious Crime Taskforces. Thus, actively involved in making the AML/CFT value chain more effective together with FIU, law enforcement, public prosecutor, supervisors and legislators. In addition to her current role at ING, she has held positions in Regulations, GDPR, MiFID II, Corporate and Private Banking, Asset Management, Financial Engineering and Derivatives for Rabobank and ABN AMRO.

Mr. Mohamed Shalo is among the founding team of AMLCFT EO, he is responsible for leading national risks and policies efforts, and developing sound practices to mitigate ML & TF risks in cooperation and coordination with various stakeholders domestically and internationally.

In addition to his executive oversight in EO, Mr Shalo is the Chairperson for the UAE AMLCFT Public Private Partnership Committee, a federal level initiative established in June 2021 and responsible for enhancing strategic and operational partnership of public agencies with private sector.

He has contributed significantly to numerous national undertakings including being the AML advisor to the Ministry of Economy, served as the secretary for the UAE National Risk Assessment Committee for three years, participated in several high-level committees, assisted in the development of the UAE cross-border regulations and others.

Mr. Shalo served as Director of Financial Crime Prevention Unit (FCPU) at Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM).

Prior to ADGM, Mr. Shalo was the Director of Licensing at the UAE Securities and Commodities Authority (SCA). He also served as the Supervision Team Leader for capital markets intermediaries.

Mr Shalo completed the Accelerated Development Programme from London Business School and He holds an Executive Master of Business Administration (Distinction) from American University of Sharjah, and Bachelor Degree of Accounting from United Arab Emirates University. He is a registered auditor with the UAE Ministry of Economy.

Charmian Simmons is a Financial Crime and Compliance Expert for Financial Services covering the EMEA region. She has over 20 years of experience in the financial sector across risk management, financial crime, internal controls and IT advisory. She is responsible for providing practitioner expertise, thought leadership and analyzing key policy/regulatory/cultural/technology drivers transforming the compliance market. Charmian is CAMS, CRMA, CDPSE and CISA certified.

Prior to joining BAE Systems, Charmian was a Regional Director of Strategy and Performance for the Risk business at Refinitiv, the Head of Audit in North America at Lloyds Banking Group USA, and a Vice President at Morgan Stanley covering Institutional Securities and Capital Markets.

Ibtissem Lassoued has extensive experience advising international clients on a spectrum of complex, multijurisdictional white collar crime issues, including but not limited to anti-money laundering and counter-terrorist financing, global economic sanctions, anti-corruption issues including the extraterritorial effect of the US FCPA and UK Bribery act, complex fraud, extradition and INTERPOL notices, and Capital Market investigations. Ibtissem offers clients a full and practical knowledge of the remit of inter-governmental organizations, in particular in relation to the FATF and MENAFATF, and the effect of these on anti-corruption efforts, confiscation of the proceeds of crime, de-risking and the reporting of suspicious transactions.

Ibtissem has been ranked as Band 1 in Chambers Global for Corporate Investigations for 7 consecutive years since the category’s inclusion and is commended for being ‘at the forefront of the market in this arena, ‘as passionate about her area of expertise as she is knowledgeable’ and ‘stunningly good at what she does’.

In February 2021, Ibtissem was appointed as the Chair of the Global Coalition to Fight Financial Crime Middle East and North Africa Chapter. Her work with the Global Coalition involves strategic oversight and direction of the Global Coalition’s activity in all MENA countries and active involvement in the development of an effective financial crime system across the public and private sectors. She has been included by Asian Legal Business within the MENA Super 50 since 2021, and in 2019, she was ranked amongst Financial News’ 50 Most Influential Women in Middle East Finance. Ibtissem is also currently serving as a member of the International Advisory Board of the CEELI Institute, a non-profit non-governmental organisation based in Prague, Czech Republic, dedicated to advancing the rule of law.

Deirdre is a senior forensic accountant with over 20 years’ experience in developing and leading financial crime solutions in the areas of investigations, anti-bribery and corruption, KYC, fraud risk management and data analytics.

Deirdre has led some of the largest high profile investigations and examples of recent work include;

1000+ asset tracing investigations for Irish and UK financial institutions and NAMA, including verification investigations for loan book sales to international funds; 500+ third party due diligence investigations for international and domestic clients in consumables, construction, pharma, IT and aviation sectors; Led a team of 50+ on an AML remediation projects for an Irish financial institutions; Provision of Protected Disclosure hotlines and other “whistleblowing” mediums to Irish clients; Led the investigation of fraudulent financial reporting in a number of international hotel groups, pharmaceutical companies, retail companies and public sector bodies; Undertook a number of fraudulent preference investigations under Section 251 of the Companies Act 1990; Assisted the liquidators on an Irish bank in the recovery of material assets from international jurisdictions; Assists Irish financial institutions with Independent Business Reviews for domestic clients in the property development and construction sectors.

Deirdre is also a seasoned lecturer, having developed and lectured on the Diploma in Forensic Accounting for Chartered Accountants Ireland and on the MSc in White Collar Crime Prevention and Anti-Bribery & Corruption for the Institute of Banking Ireland.

Roberto has a background in international law enforcement, and extensive experience facilitating transnational operational cooperation, intelligence sharing and analysis, and capacity building. He is leading Acuminor’s work and engagement in Public Private Partnerships and is a part of the intelligence team, responsible for curating financial crime information and intelligence.

Mark is Head of Consulting for the Financial Services business at BAE Systems. He has over 18 years of experience helping leading banks transform their operations in areas such as regulatory compliance, payments and cyber security and specialises in advanced analytics, data management and business intelligence.
