LATEST: OCC proposes rules governing US stablecoins

The Office of the Comptroller of the Currency (OCC)

By PAUL O’DONOGHUE, Senior Correspondent

THE OCC (Office of the Comptroller of the Currency) has proposed a comprehensive set of rules to implement the GENIUS Act.

The law creates the first federal regulatory framework for stablecoins in the United States and took effect in July 2025. Regulators opened a 60-day public comment period to examine how payment stablecoins are issued, backed, supervised and wound down.
